THE INCENTIVES OFFICE
CHANGES TO MICHIGAN INCENTIVE
Attempts are now underway in the Michigan legislature to limit the amount available per year for production rebates. Currently there is no limit or cap, but last week an amendment bill which would put a $50 million per year cap on the rebate was passed by a Senate committee. The House is now out of session until after the election; legislation not approved by both the Senate and House by December 31 may not be carried over to 2009, so passage is unlikely this year. But it is probable that an amendment will be introduced again next year.
Meanwhile, the Michigan Treasury Department has ruled that mileage reimbursements, meal allowances and per diems will not qualify for the rebate unless they are subject to Michigan taxes.
South Carolina is considering legislation that would reinstate the 20% feature film incentive for out-of-state crew; currently out-of-state crew are capped at 10% of the first $35,000 in wages. Qualified television projects earn 20% for out-of-state crew up to $1M. Both qualified film and tv projects can earn 20% for all cast and local hires up to $1M, and 30% for SC goods and services

The Michigan film incentive will not be capped. This was a failed effort by a small group of Republicans to derail the great progress of the Michigan film incentive. The film industry is growing and rising in the state. Film Michigan. Film Detroit.

I am looking to find someone in the film industry of Detroit to come and speak at
my Grandson’s “Contemporary World Affairs & Cultures” class. He has a project,
with other classmates, His group had to pick a topic, any topic, related to current affairs. His group picked Michigan’s Movie Industry recently boosted by
Michigan’s Tax incentives to make films here. The group is hoping to find
someone to come into the class room and answer a few questions about film making in Michigan. I’m sure the visitor would not need to be formal but should probably be prepared to answer questions about his/her experience with Movie making in Michigan. It would mean so much to this class to have someone come in and speak to them. My Grandson goes to Devine Child in Dearborn. The dates he would need for someone to come in would be Jan 6th -Jan 7th, & Jan 8th what ever day that is convenient It would have to be in the afternoon between 1:30 to 2:30.
So if there is anyone in this Film business that is interested in speaking to a class of interested students please email me and I can fill you in on more details. My Grandson would be thrilled to death. He is a bright student as are his classmates.
Thank You,
Carol Hillis
